The Secretariat is provided by the Climate Change & (In)Security Project (CCIP), a collaboration between the University of Oxford and the British Army’s Centre for Historical and Armed Conflict Research (CHACR). With a focus on the UK and its interests, CCIP channels the highest quality research into decision making, with a view to supporting climate security policy and action.

The Secretariat provision is supported by an Advisory Board. Co-Chair and Military Lead, Lieutenant General (retd) Richard Nugee, is former Chief of Defence People, and author of the 2021 ‘Climate and Sustainability Report’. Co-Chair and Academic Lead, Professor Tim Clack, is a University of Oxford Research Fellow that has held a number of specialist advisory roles across government. Policy Lead, Mr Tom Fletcher, is Principal of Hertford College, Oxford and former foreign policy adviser to three UK Prime Ministers.

Made up of a team that combines a comprehensive range of expertise and skill sets, CCIP collaborates with global organisations and subject matter experts - partnering with a number of institutions such as the International Military Council on Climate Security. CCIP produces a number of outputs focused on supporting research, training, and policy development.
